New gas and strong spark? If you give it a little spray of starter fluid in the carb it kicks over? Keep in mind also the air filter must be installed for the bike to run. The carb requires the restricted air flow to operate correctly. If still wont run I would be suspicious of the new carb. I don't see how it could have jumped timing.
