From my experiences, the DMV's just want to legally cover their own butts. So I have found that you have to have some sort of document (notarized is usually best) stating that someone sold you the bike (from their name into your name), VIN, year, make, model, probably a price and that it's paid in full. That way all parties involved are covered.

I don't know about WA, but i'd assume a notarized bill of sale and probably some sort of inspection would be needed (to make sure the vehicle is road legal).

Let us know how it goes...

Where in WA are you located? I registered my China bike in Snoqualmie and they had me show them a comperable bike on the internet. They printed out the bike and had me sign that it was similar (they wanted to charge me tax on a $5k DS bike). They then titled my bike as a KTM since there was no entries for the China 200 DS bikes.
