In theory, you shouldn't have an issue with the TBR7 because it is 49 state EPA/DOT certified as an 'on-highway motorcycle'. The Hawk will depend on if Delaware simply bases its registration off of the MCO (the paperwork that comes with the bike--Manufacturer's Certificate of Origin, sometimes called the MSO) which states the bike is a 'Motorcycle'. Or, if they street register and plate converted off-road dirtbikes. Legally, the Hawk is considered an 'Off-road motorcycle' by the EPA. However, the Hawk 250 DLX is like the TBR7 and is also 49-state street legal; but that is the fuel-injected Hawk.
