new Hawk dlx 250 efi cuts out at 6000 rpms

so I bought a Hawk got it shipped
and put it together , drive it down the block and at 6009 rpms the engine cuts out, I have to pop the clutch and feather the throttle to keep her going, it feels like if you left the choke on ,on a warm bike but it's electronic choke,every thread I've read had to do with carbureted engines mines got efi , any clue, and go.....
