Bashan Storm 2014 not idling or starting without starter fluid

Okay so far I've:
Replaced the battery I had for a brand new one that's at the right voltage.
Replaced the dying starter relay.
Adjusted the valves.
Cleaned the carb.
Tuned the carb.
Replaced the fuel lines.

The bike isn't running more then a sputter after some starting fluid is sprayed into the carb hole. It won't even attempt to idle right now. What the hell could be the issue? Really stumped right now.
