Hawk dlx Fuel System Flooding

Was working fine until I put gas in it at a pump. I tried to start it and it didn’t work then fuel started poring out of something under the tank. I then pulled out the air filter and the air box was flooded as well as the whole engine. I let it drain until the gas was at about 1/5 tank at which point it started. I thought it was fine until i put more gas in it and then it all repeated. I’m not a mechanic yet so I’d deeply appreciate any insight. Someone told me an injector might be faulty but why is it only starting on a near empty tank? Please help before I buy unneeded parts
