Do they dry out/drain somehow when sitting for a long time? I remember, when I first got my bike it took quite a while to get fuel to the motor. I kicked and kicked it for at least 10 minutes with zero results. Then, all of a sudden, it jsut fired up.
I believe a certain amount of 'fuel vapour' or fumes is required for ignition. When a bike sits for a long period of time the gas gets stale and the fumes/vapour dissipates. Draining the float bowl and refilling the carb usually does the trick.

I purchased it brand new from a local dealer for a good price.
If all else fails have you tried talking to your local dealer?

My roketa was hard starting and seemed fuel starved until after i did a C-Clip adjustment. Do a search on this sight for C-Clip adjustments.

Dont get discouraged, if this is your first bike, consider it a learning experience. What you learn will serve you well, the rest of your life.
