Lifan 200gy-Timing Issue

Hello Everyone,
I have a 2007 Lifan 200gy with a major timing issue. Back in August I came back in from riding and the next day when I tried to start the bike I couldn't get it to start. (I was recently laid off so I have free time!!!)

Here is what I checked/replace so far:
-Ignition Coil (Replaced)
-Spark Plug (Replaced)
-CDI (Replaced)
-Ignition Safety Switch (Replaced)
-Carburetor (Replaced)
-Spark Plug Wire (Replaced)
-Check for compression (Good Compression)
-Check for good gas (Good Gas)
-Check for spark (Blue Spark)
-Mechanically check for TDC (Everything checks out)

The bike seems to want to start because its backfiring, I don't want I'm missing.

Here is the kicker. Back in July my magneto was failing so I replaced with one I got out of a donor engine (Had about 1000 miles on it). Drove it for a couple of weeks and now it doesn't want to start. Any suggestions. The magneto does not have elongated holes so there is no way to adjust the pick up coil.
