Those symptoms are exactly what you get if there's water or other matter blocking one of the carbs jets. Probably the idle jet as this is very small.

It happens a lot to people that have ditched the air cleaner and replaced it with pod-type filters. If they get wet through rain or washing, the water droplets get sucked into the carb and a tiny bit of water can block a jet.

The ideal thing is to dismantle the float chamber and jets and blow through them to clear the blockage.

An old dodge is to remove air filter, get the revs as high as you can considering the fault, and immediately block the carb intake with your hand. The suction that results usually clears the blockage.

ok if i have it too rich theres a possibility that i dont need to adjust valves at all right? how do i get a leaner mixture? is this a carb adjustment?

how about a carb thread?

Thanks guys realize this is pain but really need the help. Might start with that as i think carb is problem.

I very much do not think it's related to the valves. Something is gummed up in the carb, I'd start there.
