certificate to title?

So when I bought my bike all I got was a certificate of origin. it has nosthing on it except a signature (the weight,power,etc fields are blank) Can this be used to title the bike? Am I supposed to fill out the fields myself? Also where can I find the bikes VIN

They bikes VIN is on the head tube were the triple trees attach to the bike

Yes, if you also have a bill of sale, the MCO can be used to register the bike and get a title for it. You can fill in the correct information on the MCO.
