Lifan200 backfire

I had a smaller atv Givin to me and the wiring was gone so I bought a wiring kit and new stator and everything else...my problem is when I'm trying to start it it backfires through carb and the oddest part is when the throttle is closed it turns over but as soon as I open the throttle it stops...the engine is a 169fml..it's the pushrod style..it's like it's firing when the intake is open but I've checked timing and it's spot on if I'm going to the right mark..I'm aligning it with the T not the F...any ideas

The T mark is top dead center where you would check valve lash. The F mark is where the spark should occur at idle speed.
