Super noob exhaust question...

GY 200....there are 2 pieces that go where the exhaust pipe is attached to the motor. These two pieces are something like a collar, or flange, or spacer with a lip on one end.. They obviously go around the pipe, but not exactly sure if the lip side of these "collar pieces" goes to the motor side or to the "pipe" side. I apologize for my lack of proper parts terms. I thought I had these pieces installed right...but when I finished tightening the nuts the pipe and these "collar pieces" are still loose. Which way do I install these parts, and what are they called exactly? Thank you!

The lip should be toward the clamp collar I believe.
