The idle screw is on the side of the carb, the air / fuel mix screw is the one on the bottom side of the carb.

What kind of battery is it, is it one you have to fill with the acid or is it already filled? Might just need to be fully charged or like stated before could be a dead battery.

Registering in New York seems like its the same here in Oregon, it depends on what DMV you go to. I went with the Bashan for that reason.
