My son bought one. If this is the same dealer/bike, it had knobby tires, no speedometer and stickers on it that said "off road use only".
With that said, it also had blinkers, tag mounts and almost every other thing to make it street legal. We're in Texas and that is easy here.
I would force them to email or fax you a current picture. These bikes can be ordered from Xmoto with different configurations.
We ended up putting a speedo on it and removing the stickers. Beware, the blinkers are crap. The wires break off inside and you have to replace them. I'd just buy another type off eBay or somewhere. It's not a bad bike, just geared low (can you say tractor?).
Another reader on this forum from Canada, sold us a new rear sprocket. That brought the top end up nicely. Still, the knobbies keep it from being very stable at high speed.
