1984 Honda Aero125 Project

guys, i found a guy who converted his choke into a manual choke. but im not exactly understanding how he did it. did he run a line from where the choke goes. to a valve, then to where the vacume tube goes on the intake? i dont think im understanding this right. heres the thread, its towards the bottom by Bear 45/70. if anyone can help explain how this is done i would be so thankfull!
