Bashan Enforcer 250 Rev Limiter
Does the 250 computer module have a rev limiter? 7200rpms seems to be a limit and before I go looking for intake or jetting issues I would like to know this first.

Yes. It is set between 8400 and 8600 rpm. Power peak is at 7400 -7600 rpm....ARH

If it is just falling on its face and refusing to rev at 3/4 or more throttle then it is likely too rich on the main jet. A plug chop during this condition will tell you for sure. If so, step down on the main and see how it behaves. If it shows itnis lean from said plug chop, obviously step up the main jet.
There is always a chance it could be the spark falling off. More details on what it is doing will make it easier to help figure out the issue.

I would say to check and clean up the ground points on the bike, and check to make sure you dont have a loose connector or corrosion then.

Interesting idea. If the new cdi does not fix it, I will look into that. Wouldn't there be more symptoms happing at random times if this was the case?

Usually, but I have learned to never take things for granted. I have seen some weird stuff happen that you wouldn't normally think would. I was simply suggesting it as a "while you are there" kind of deal.

Not sure how helpful this is. I have a jet set. I am thinking it is not carb related. Plus, I am waiting for my exhaust so I can tune to that change.

Be careful ,i tried several of those cdi boxes on my bashan,,,they make it harder to start at times and run hotter.

No doubt. It made me mess with the carb and since I had the wrong jets I messed it up. So, now I am waiting on parts. But the good thing is that my exhaust is installed and that works awesome! One week of riding my Honda 600 will teach me to mess with the Bashan without having the right parts handy. That is why I will always have two bikes.
