Lifan X-pect assembly - parts left over

So I'm finally getting the finishing touches on my new X-pect in preparation for its maiden voyage. I have everything installed but the mirrors, which just screw on.

But there's a problem. In the bags of hardware that came with it, everything got used except 2 bolts. About 2 inches long, with 10mm heads.

No idea where they go. The passenger footpegs are installed, the battery, the side panels, handlebars, front wheel, kickstand, everything. 2 bolts left over.

WTF.

I think they're for the license plate. That's where I ended up using them.

I thought about that, but there's no accompanying nut and the license plate bracket has no threads. Also these seem needlessly long for such a purpose. Which sucks because I don't see any hardware for mounting a plate.

They don't use a nut. What holds it in place is threading into the plastic of the rear fender.

I wouldn't trust that for two seconds. I'd add a nut behind that.

I had a few random bolts left over from every Chinese bike I've ever assembled. My working theories are some combination of the below: Either the design of the bike has changed and the memo did not make it to whoever packages the nuts and bolts, or the box of nuts and bolts is not worth updating since they have millions of them already packed... or someone's cousin in China owns a bolt factory and has a surplus that they need to clear out somehow.

I have several odd bolts left over from a variety of Chinese bikes I've assembled and I have never in my life succeeded in finding a home for every single fastener that came in the box with any of them, and several of them have been riding around the roads and trails for years with no parts falling off so they obviously couldn't have been anything important.

I wasn't sure at first, but it's held so far for 300 miles with no sign of loosening up.

The hole in the plastic is slightly narrower than the bolt, so it's a friction fit.

But, you could thrown a nut on the inside to be sure. Just have to get one that fits.
