Never said it did. But it explains the fuel dripping outta the bike. Perhaps the cold fuel from the underground tanks is expanding once in the bike's tank and the pressure is locking up the fuel pump, I dunno, my Magician is carb'd and my EFI bikes were built properly by the Japanese.
