can I use a rear wheel as a front wheel?

Can I do this ? I want a 18 inch wheel for the front . so i can run street tires and not a 21 inch wheel.

Yes, you certainly can. However, I'm betting you can find an excellent street tire for your current, 21-inch front wheel.

Yes you can, but I don't have any idea how well the drive chain will handle the turns it has to take to get to the sprocket.

Joking aside, if you are talking about changing the rim, yes it can be done. 17" up to 19" (with appropriate spokes) will give you a broad tire choice.

If you are talking about rear wheel assembly, that will depend on the axle size and hub width, which may not squeeze between the forks.
