can I use a rear wheel as a front wheel?
Can I do this ? I want a 18 inch wheel for the front . so i can run street tires and not a 21 inch wheel.

Yes, you certainly can.
 However, I'm betting you can find an excellent street tire for your current, 21-inch front wheel.
