Different china bikes may have different stators.I tried a 55 watt halogen bulb in place of the headlight on my Lifan and had no problems with it suppling enough power even at idle on high...

The reason i suggest both sides of the rotor is if it's bent it could show rubbing in one or more spots on the same side and if its the wheel bent or out of line it should show marks in two...

Might try putting it up on a crate like ironfist said then take a black magic marker and mark the brake rotor then spin it and see if it shows wear signs.
P.S. mark both sides of the rotor.
