Vent hose should be cleaned?

Today I found this vent hose, I think this liquid cames from the crankcase condensation gases.
I pumped the hose with my hand and some liquid came out, mostly water, Am I supposed to open the bottom cap or should it leak automatically?

That is correct. It's the catch tube for condensation and contaminants from the crankcase.

The liquid is a combination of fuel, water and should be disposed of safely. It is likely flammable and will damage asphalt if it drips on the pavement.

The plastic PCV separator for many RX3's was installed upside down at the factory. It should be installed with the metal bracket below the crankcase hose and with the white dot facing away from the engine. It's very easy to correct and will reduce the amount of liquid that collects in the tube.
